What is a(n) RWZ file?
RWZ (Outlook Rules Wizard Format) is a file format used by Outlook to store rules for organizing emails. It is an open XML document, which contains information about a message rule. The RWZ file contains the applicable search conditions, action commands and processing priority for each rule. It is also used as a back-up for existing rules and server-side rules.
This unique file type is supported by various versions of Outlook, however, only the Outlook Rules Wizard supports this format for making changes to rule sets. The RWZ can be opened directly from Outlook by using the Options button in any rules folder. It can also be imported from other email clients through the Rules Wizard, or saved as a backup when creating email rules.
How to open RWZ file?
If given user account does not have necessary permissions to open files with RWZ extension, it is highly probable that no program that supports given files is installed on the users’ system. Below is a list of actions user should pursue in order to resolve most common problems.

Step 2. Verify whether RWZ files are associated with appropriate software
It is possible that an application that supports RWZ files is not associated with such files. In such case, the program should by manually associated with RWZ files (right-click on the file icon → Properties → General Tab → In submenu "Open with" and click on "Change" button. System will display a list of suggested programs that support RWZ files. Choose the application by checking the box "Always use the selected application to open this kind of files". System will store this information in its registry and use it to open RWZ files with the selected program.

File association for RWZ files can be edited manually by editing appropriate entry in Windows System Registry. However, it is discouraged as it may introduce errors to registry if not done properly and may even damage the system.
